About the Congestion Charge

London Congestion Charging was introduced on 17th February, 2003. There is a £8 per day charge (VAT exempt) for vehicles within the zone between the hours of 07:00hrs and 18:30hrs, Monday to Friday, no charge will be made on Public Holidays.




The Congestion Charging Zone

Currently the zone is bordered by the Inner Ring Road; i.e. Marylebone Road, Euston Road, Pentonville Road, City Road, Great Eastern Street, Commercial Street, Tower Bridge Road, New Kent Road, Kennington Lane, Vauxhall Bridge Road, Grosvenor Place, Park Lane and Edgware Road. There is a charge for the use of vehicles on roads within the charging zone, but not for using the Inner Ring Road itself.




There are two Avis locations situated within the zone, these are Mayfair and Waterloo and there are three locations offering a delivery and collection service to areas within the zone, Kensington, Euston and Kennington.




Customer Responsibilities

This will affect you as an Avis customer, if you collect your rental car from the two Avis locations within the congestion zone during charging hours (Mayfair and Waterloo) or if you are driving within the zone when the charge is in force.

As a service, Avis will purchase the permit for the first calendar day of any rental commencing from these locations within charging hours and this charge will be added to the rental agreement.
This service will be offered to you when you collect the vehicle.
The responsibility for purchasing permits for additional rental days will fall on the individual driver who will be liable for any penalties and an admin charge if applicable.

If a vehicle is unavailable for collection or cannot be accepted on delivery additional permit charges will be charged to the rental agreement, up to and including the final day.




Corporate Customers

The above also applies to corporate customers taking delivery of an Avis car within the zone within charging hours.




Method of Operation and Payment

A network of fixed and mobile cameras are located within the zone, they photograph registration plates and a comparison is made to the database of vehicles for which permits have been purchased.

Permits may be purchased via authorised retail outlets, by post, the Internet or by phone (0845 900 1234). A £8 permit can be purchased any time up until 22:00hrs on the day rising to £10 if purchased after 22:00hrs.




Congestion Charge Penalties

Failure to purchase a permit will result in the customer of a vehicle being issued with a penalty notice to the value of £100, this would be discounted to £50 if paid within 14 days.

If Avis receives a penalty notice, Avis will pay on behalf of the customer and then send an invoice to the customer with the addition of an administration fee.
